Best platform or framework for building communities

Hello everyone

I am planning to create an online community. I think the JAM stack is the best technology for this purpose, but so far I only found a few technologies in PHP and Ruby(for example dev.to which is Forem and is not JAM based)

I guess because is a web project, JavaScript should be the main technology.

Any advice
