ServiceRegistryAgent now handles cmd_resolve() with swarm-safe logic
Verifies reply_to path exists before writing (phantom-prevention)
Multi-universe safe: writes only to active /matrix/{universe}/comm/...
No dead-letter files or unauthorized folder creation
