No intervention occurred.&lt;/p&gt;

&lt;p&gt;What it means&lt;/p&gt;

&lt;p&gt;This is Behavioral Drift under Post-Hoc Governance.&lt;/p&gt;

&lt;p&gt;The system was evaluated before deployment.&lt;br&gt;
It was not controlled during execution.&lt;/p&gt;

&lt;p&gt;There was no active Decision Boundary enforcing constraints at runtime.&lt;/p&gt;

&lt;p&gt;What matters&lt;/p&gt;

&lt;p&gt;The risk was not a single failure.&lt;/p&gt;

&lt;p&gt;It was accumulation.&lt;/p&gt;
